Nature of Action: An Undertaking and Consent Agreement agreed upon by the Registrant and the College, placing limitations on Dr. Rosemary Moskal’s practice, including a program of supervision, at the registrant’s expense, for an initial period of twelve (12) months, subject to reduction or extension at the discretion of the supervisor(s).

Reasons: A complaint resolved by means of an Undertaking and Consent Agreement pursuant to section 36(1) of the Health Professions Act, concerning the review of training and experience; discussion of all aspects of practice to include: administrative and clinical components, identification of potential clients, and the review of steps required in service provision including: informed consent, initial assessment, treatment planning, and record keeping; a review of performance of psychological assessment and/or testing under supervision; an agreement that prior to return of practice in the area of psychological assessment and/or formal testing, the selection of test protocols that form part of the complaint file will be reviewed under supervision for the purpose of (a) reviewing specific errors and (b) reviewing the nature of errors to include basal and ceiling rules, administration of sample items, correct scoring and calculations and appropriate querying; if required, identification of further training, and education or experience helpful to reduce similar errors in future; the supervisor will provide a report to the Inquiry Committee regarding competency in the area of psychological assessment and formal testing; agreement not to return to practice in the area of psychological assessment and/or formal testing until completion of terms and the Inquiry Committee’s receipt of a satisfactory report from the supervisor.
