KEMLO, Ms. Emilie

Registrant: Ms. Emilie Kemlo (Registration No. 548)

Date: May 26, 2022

Status: Completed

Nature of Action: The Registrant voluntarily agreed to undertakings under section 36(1)(d) of the Health Professions Act placing her practice under ongoing supervision. The supervision covers all aspects of the Registrant’s practice, with a particular focus on the following:

  1. A review of the Registrant’s practice to ensure that the professional services she provides are within the scope of the practice of psychology, that she has adequate training and experience in those areas, and that her treatments have an appropriate empirical basis, as well as an ongoing reporting relationship to the supervisor regarding those services;
  2. A review of referrals before clients are accepted into the Registrant’s practice;
  3. A review of the Registrant’s process of obtaining informed consent and the information that she typically gathers during an intake assessment;
  4. Ensuring that the Registrant’s professional opinions and judgments are based on adequate and appropriate information, and rely on scientifically and professionally derived knowledge;
  5. A review of the Registrant’s work with clients who may have been sexually abused to ensure that the services she provides are appropriate;
  6. Ensuring that the Registrant’s notes are accurate;
  7. A review of the Registrant’s practice setting;
  8. A review of what the Registrant discusses with clients regarding their medication usage;
  9. A review of boundaries with regard to personal disclosures.

Reasons:  The College received a complaint from a client who saw the Registrant for an initial intake session for treatment. The Complainant raised several concerns about the Registrant making assumptions about her history, comments on her medication use, and that the Registrant did not follow-up after their session. In the course of investigating the Complainant’s complaint, additional concerns were raised about the Registrant’s compliance with professional standards. The Inquiry Committee subsequently opened an own motion investigation under section 33(4) of the Act and the Registrant voluntarily agreed to the undertakings described above.v
